  3.                           THE^BILL OF RIGHTS
  4.  
  5. Nearly everything has changed in the United States since the Bill of
  6. Rights was written and adopted.  We still see the original words when
  7. we read those first 10 Amendments to the Constitution, yet the meaning
  8. is vastly different now.
  9.  
  10. And no wonder.  We've gone from a country of a few million to a few
  11. hundred million.  The nation's desire to band together was replaced by
  12. revulsion of togetherness.  We exchanged a birthright of justice for a
  13. magic bullet, and replaced the Pioneer Spirit with the Pioneer Stereo.
  14.  
  15. We're not the people who founded this country and our Bill of Rights
  16. should reflect this.
  17.  
  18. As we approach the 21st Century, it's time to bring the wording up to
  19. date showing what we are and who we are.
  20.  
  21. AMENDMENT I
  22.  
  23. Congress shall make no law establishing religion, but shall act as if
  24. it did; and shall make no laws abridging the freedom of speech, unless
  25. such speech can be construed as "commercial speech" or "irresponsible
  26. speech" or "offensive speech;" or shall abridge the right of the
  27. people to peaceably assemble where and when permitted; or shall
  28. abridge the right to petition the government for a redress of
  29. grievances, under proper procedures.

  31. It shall be unlawful to cry "Fire!" in a theatre occupied by three or
  32. more persons, unless such persons shall belong to a class declared
  33. Protected by one or more divisions of Federal, State or Local
  34. government, in which case the number of persons shall be one or more.

  37. AMENDMENT II
  38.  
  39. A well-regulated military force shall be maintained under control of
  40. the President, and no political entity within the United States shall
  41. maintain a military force beyond Presidential control.  The right of
  42. the people to keep and bear arms shall be determined by the Congress
  43. and the States and the Cities and the Counties and the Towns (and
  44. someone named Fred.)

  47. AMENDMENT III
  48.  
  49. No soldier shall, in time of peace, be quartered in any house without
  50. the consent of the owner, unless such house is believed to have been
  51. used, or believed may be used, for some purpose contrary to law or
  52. public policy.

  55. AMENDMENT IV
  56.  
  57. The right of the people to be secure in their persons, houses, papers,
  58. and effects against unreasonable searches and seizures may not be
  59. suspended except to protect public welfare.  Any place or conveyance
  60. shall be subject to search by law enforcement forces of any political
  61. entity, and any such places or conveyances, or any property within
  62. them, may be confiscated without judicial proceeding if believed to be
  63. used in a manner contrary to law.

  66. AMENDMENT V
  67.  
  68. Any person may be held to answer for a crime of any kind upon any
  69. suspicion whatever; and may be put in jeopardy of life or liberty by
  70. the state courts, by the federal judiciary, and while incarcerated;
  71. and may be compelled to be a witness against himself by the forced
  72. submission of his body or any portion thereof, and by testimony in
  73. proceedings excluding actual trial.  Private property forfeited under
  74. judicial process shall become the exclusive property of the judicial
  75. authority and shall be immune from seizure by injured parties.

  78. AMENDMENT VI
  79.  
  80. In all criminal prosecutions, the accused shall enjoy the right to
  81. avoid prosecution by exhausting the legal process and its
  82. practitioners.  Failure to succeed shall result in speedy
  83. plea-bargaining resulting in lesser charges. Convicted persons shall
  84. be entitled to appeal until sentence is completed.  It shall be
  85. unlawful to bar or deter an incompetent person from service on a jury.

  88. AMENDMENT VII
  89.  
  90. In civil suits, where a contesting party is a person whose private
  91. life may interest the public, the right of trial in the Press shall
  92. not be abridged.

  95. AMENDMENT VIII
  96.  
  97. Sufficient bail may be required to ensure that dangerous persons
  98. remain in custody pending trial. There shall be no right of the public
  99. to be afforded protection from dangerous persons, and such protection
  100. shall be dependent upon incarceration facilities available.

  103. AMENDMENT IX
  104.  
  105. The enumeration in The Constitution of certain rights shall be
  106. construed to deny or discourage others which may from time to time be
  107. extended by the branches of Federal, State or Local government, unless
  108. such rights shall themselves become enacted by Amendment.

  110. AMENDMENT X
  111.  
  112. The powers not delegated to the United States by the Constitution
  113. shall be deemed to be powers residing in persons holding appointment
  114. therein through the Civil Service, and may be delegated to the States
  115. and local Governments as determined by the public interest.  The
  116. public interest shall be determined by the Civil Service.
